UFO??

The blue light is from a bridge nearby it turns out. They turn a blue light on when it’s overcast. The other lights, however, move around too much for them to make sense (to me) as anything fixed. I’ve take photos over several cloudy nights and seen that formation a couple times. Always moving fairly quickly out of frame.
