Need help with episode

I can't recall which episode, or who the guest was, but it was about cloud seeding. It talked about the California court case where a guy got sued, because he made it flood, with grant money from the state. He built a tower, released some particulates, and ended up blowing out a dam or two. I think in the 1920s. This may be one of the airship episodes, or the show with the Arizona gold powder dust, that was in the desert that could be used as a fuel. Any help would be appreciated, my minds blanking.
